Profile of Godfred Sowah Khartey, P.hD.

Dr. Godfred Sowah Khartey is a seasoned project analyst and an expert in environmental sustainability, marine and maritime affairs, with over 12 years of working experience—including 7 years of practical, field-based engagement in project analysis, and the marine and maritime domain. He is the COO of Global Afrisino Ltd, a boutique project management firm. He also serves as the Founder and Executive Director of the Centre for Environmental Sustainability, Marine and Maritime Affairs (CESMMA), an interdisciplinary think tank focused on sustainability, ocean governance, and the broad workings of the marine and maritime sector across Africa and beyond.

Dr. Khartey holds a PhD in Law of the Sea from the South China Sea Institute, Xiamen University, China. He also holds a Master’s degree in International Relations from Xiamen University, a Bachelor’s degree in Political Science with Chinese from the University of Ghana, and a professional certificate in Data Analytics from the Massachusetts Institute of Technology (MIT).

He has contributed significantly to policy development and implementation in Ghana and the sub-region, particularly as a core member of the technical team that developed the Implementation Plan for Ghana’s National Integrated Maritime Strategy (NIMS)—a foundational blueprint to realize Ghana’s blue economy aspirations and improve maritime transport, security, and environmental protection.

Previously, he served as a Research Fellow at the Centre for Maritime Law and Security Africa (CEMLAWS Africa), focusing on maritime security, climate change mitigation, marine renewable energy, and fisheries development in West Africa. His earlier career experiences include roles as a Teaching Assistant at the School of International Relations, Xiamen University, and Research Analyst at the Ghana Embassy in Beijing, China.

Dr. Khartey is a Research Fellow at the Belt and Road Institute, Xiamen University, and a member of the Gulf of Guinea Maritime Institute’s International Maritime Stakeholders Working Group. He has also served as a Guest Lecturer on “State Formation in Africa” at Universitas Gadjah Mada in Indonesia.

He is currently engaged in research on safe maritime transport with a particular focus on greenhouse gas emissions from vessels, a topic that aligns with his broader interest in the intersection of maritime law, environmental sustainability, and energy transition. With the growing momentum around E-mobility, Dr. Khartey is at the forefront of efforts to spotlight the nexus between electric mobility and maritime transport, and the urgent need for stricter enforcement of GHG reduction policies in the maritime sector.

A passionate advocate for ocean stewardship, Dr. Khartey is a frequent speaker and panelist at both local and international conferences and has authored several peer-reviewed articles on ocean governance, maritime policy, sustainable development, and environmental protection.
